In his capacity as Commandant of Charleston, Balfour supported operations of Cornwallis and Rawdon in the southern theater. This document was prepared some 6 months after Lincoln's surrender to Clinton
Includes a sewn-in sheet containing Fraser's funding request dated Charlestown 13 Nov. 1781; a "more particular detail ... will be rendered hereafter."
Directs David Thomas, deputy paymaster, to give James Fraser 2,000 pounds to cover James Fraser's needs as Barrack Master General.
