The subject is an English Admiral with appendages of an eagle, who is tied to a tree. His claws and wings are clipped by Frenchmen, Dutchmen, and an American. England is being satirized not only for her lack of ships and men during the Revolution, but also for her lack of foresight. The most likely specific target is Lord Sandwich, First Lord of the Admiralty
