In the absence of Col. Smith, Kennedy requests immediate draft of 90 militia men "properly officered and accoutred with the utmost expediency."
Letter opens with a copy of a letter from Governor Thos. Nelson, Jr., York, 20 Oct. 1781 to Col. John Smith which concerns transporting and stationing some 2500 British prisoners at Winchester.

The "commanding officer" may have been Philip Pendleton who was named Col. of militia in 1777 -- see J.E. Norris, ed. History of the lower Shenandoah valley (1890), p. 236.
