Note
Biddle, former Deputy Commissary General of forage who had resigned in June of 1780 to attend to his personal business, writes to the Commisary General: "The committee at Springfield informed me you had required 1000 bushels of grain forage .... I have consulted Genl. Greene & he is with me of opinion that no part of the grain forage required monthly of the states ... should be taken for the French Army as it was intended for our Army only & on which we have our sole dependance.... Our chief dependance was on Virginia which had a considerable quantity on hand & was to furnish near half the quantity required but that resourse is taken from us by the whole being orderd to the Southern Army."
