In ink at foot of leaf: His Excellency the Governor of Connecticut is respectfully requested to cause the inclosed to be addressed & presented to any of the surviving officers of the Revolution Army within the limits of Connecticut.
Twenty-five years after the end of the war, soldiers were still lobbying to receive compensation.
