Smallwood writes to McHenry to inform him that officers’ claims for pay have not included allowances for rations, travel expenses and other such things that officers have been paying for out of their own pocket. He also suggests that Continental Officers may march to Philadelphia if this is not resolved. This letter also provides a brief account of Smallwood’s various deployments during the Revolutionary War. There is a draft transcript in our case file.
