Orders Moylan to prepare his cavalrymen to join St. Clair's detachment as he moves southward, but says he does "not mean to include Col. Armands Corps...."
Officers may be left to send on the remaining corps expeditiously in order to minimize "that misapplication of time and means which, unhappily, are but too often met with in our service"
A good and active officer of rank should have the general direction of the whole to prevent confusion - delay, and that misapplication of time and means, which, unhappily, are but too often met with in our service."
