Note
"Resolved that the ... executive of the state of Delaware be ... requested to give the necessary directions for providing quarters for the troops of His Most Christian Majesty serving with the army of the United States, now on their march for Wilmington."
The identity of the "executive of the state of Delaware" is uncertain; John Dickinson resigned in late 1782; Nicholas Van Dyke took his oath of office in Feb. 1783.
This copy of the resolution includes transmittal message from [Elias Boudinot] the President of Congress to [La Luzerne] the Honorable Minister Plenipotentiary of France.
