Proposes to edit for publication the papers of Timothy Pickering, Quartermaster General of the Continental Army, which "throw a flood of light upon that interesting period of the struggle for independence, and portray, in most vivid and startling pictures, the cost of that freedom which we enjoy, and which, in a degree, we guarantee to mankind."
Specifically mentions the letter books of Pickering from the summer of 1780 to the close of 1783; loose letters connected with those in the letter books; and the orderly books of Washington of the same period.
