Mathews appointed Commander-in-Chief of the Mediterranean fleet above Lestock, who until that time had temporary command. The two men were unfriendly toward each other and their actions precipitated the eventual failure of the blockade of Toulon. Both were court-martialled and after a trial Lestock was acquitted and Mathews eventually dismissed the service.
