Fees of the Governor or Commander in chief ... shall be as follows ... for a Colonels commission twelve shillings, for a lieutenant colonels commission ten shillings, for a majors commission eight shillings, for a captain's commission six shillings, for an adjustants commission six shillings, for a lieutenants commission five shillings, for an ensigns commission four shillings.
