Committee report signed by Henry Wisner as chairman concerning the disposition and wintering of the frigates Congress and Montgomery following the British occupation of New York City. The document directs the movement of the vessels from Poughkeepsie to Rondout Creek or Claverack Dock and notes that the quantity of lead available to the convention was insufficient for uses other than musket balls.
