Note
Williams writes of his recent appointment as brigadier general, to Greene: "very gratefully to acknowledge that I feel myself principally indebted to you for my late, very Honorable Promotion." Now in Annapolis ("where the politer class of people forms a society that bears a comly resemblance to the more Brilliant circles in Philadelphia"), Williams goes on to praise Greene and the accomplishments of his forces in the south: "every body Pities, Praises and envys the Southern Army for what they have suffered, executed and acquired."
Also discusses the procurement and shortages of clothing for the army and news of naval engagements in the West Indies.
