Satirizes the British efforts to expand their armed forces to prepare to defend the homeland against the threat of invasion from France in 1779-1780.
A strapping officer inspects a motley group of three men-one in an apron, another in tattered clothes-outside a public house. A bystander grins at them, and a young woman sits beside a basket in the right foreground.
