Summary
"At he commencement of the revolutionary war of 1793 your memorialist was the senior officer of the British force that were landed to occupy Toulon ..."|".. [Y]our memorialist served ... at the capture of the island of Minorca where he commanded the left column of the Army."|"He also commanded a brigade during the blockade and at the capitulation of the Valletta in Malta ."|"Your memorialist enjoys only the unattached pay of Lt. General, unaccompanied by any of those rewards that usually follow fruitful and zealous services."|"Your memorialist therefore prays that your lordship will be pleased to take his claims to the colonelcy of a regt. into your favourable consideration."|At the time of this letter, Hill had succeeded the Duke of Wellington as Commander-in-Chief of the Forces. He and Moncrieff had both served at Toulon.|See the Army list for 1783, p. 157 where Moncrieff appears in the 81st Regiment of (Highland) Foot. He had enlisted in Nov. 1773 and was promoted to lieutenant in 1777.|Noted on p. [4] as answered, 3 May 1828

"That your memorialist entered the Army half a century ago, that he served three campaigns in the first American War, was at the capture of Rhode Island, the storming of Fort Washington, and the Battle of Brandy Wine [sic], by which the Army took possession of Philadelphia."
