Signed: Rufus Putnam and 42 others (3 columns of signatures at bottom of p. [3]).
Declaration by a group of citizens of Rutland bears "testimony against the measures which have been for some months past and are still pursuing tending to subvert the Liberties, Laws and Constitution of the Commonwealth" in response to the "late uprisings" known as Shays' Rebellion. " ... if you persist in your measures and reassemble in arms to oppose the Government it is highly probable this is the last time we shall all have the opportunity to meet again in town meeting for be assured the good people of this Commonwealth will not suffer their Liberties to be rested from them by any banditti on earth without that patriotick exertion which has been their Glory through the late happy revolution ..."

Putnam, and two other signatories, Caleb Clap and Samuel Frink, were original members of the Massachusetts Society of the Cincinnati.
