The chairman is probably the Israel Richardson who was born in Brookfield or Spencer, Massachusetts but moved to New Salem at the time of his marriage in 1759. (The Richardson memorial ... 1876, p. 570) Another possibility is the Massachusetts veteran (1734-1803) listed in the D.A.R.
