Summary
"I am desirous to obtain from your office all the evidence ... in relation to the service of John Phelps, a native of Hebron in Tolland County during the Revolutionary War, either in the Continental or Militia services."|"I have in my possession a commission to John Phelps as Lieut. Commandant of a troop of horse in a brigade raised for the defence of Horseneck and parts adjacent signed by Governor Trumbull dated ... in the year 1780, and also an honorable discharge signed by Gen.l [David] Waterbury commanding such brigade ...."|"He was in the Continental service sometime but I have no means of ascertaining with precision in which regiment of the Connecticut line, I think however it was in Col. [Return Jonathan] Meigs' Regiment."|He enclosed "a fee of $1.50 for the purpose of procuring such evidence ...."|On p. [2], apparently in the hand of WIlliam Field: John Phelps application by Philip Phelps - Albany - wrote for fees, 9 Dec. 1837 evidence enclosed, and made & forwarded certificate 18 Dec. 1837. Rec.d & answered another letter enclosed 1 Nov. 1838.|Only 1 of the 8 named John Phelps from Connecticut listed in the D.A.R. Patriot index shows the rank of lieutenant. Born in 1759, he would have been only 21 in 1780. Heitman lists no John Phelps, suggesting that John Phelps served either in the State troops or Connecticut militia. Further, Gen. David Waterbury commanded a brigade of State troops.|Page [3] is blank; p. [4] is address leaf.
