[A]t Rutland there are in the barracks about sixty prisoners of war under the care of a captain and twelve privates only...."|"[T]he probablility of the prisoners increasing at those barracks (as there [are] numbers in the country who will come in when they find they are to be exchanged) renders it ... necessary to maintain that post, and that a guard of at least 100 men should be appointed for this purpose."|"With respect to the naval prisoners and the expence attending their support, I have to observe ... that as it is the intention of the Board of War and Admiralty, that a priority of capture should govern in all cases, the whole of the naval exchanges be made on a general scale, and the prisoners guarded & supported at the expence of the United States."|"[I]f the necesasry stockades &c are erected (as mentioned in my last letter) by this state, the expenses will be borne by Congress."|Docketed on p.
