It refers to escaped Tory prisoners and to his delaying publishing the February Proclmation regarding enemies of the country. Jenifer's response, this letter, is printed on p. 167.|Background: In Somerset and Worcester counties, Tory sentiment had resulted in Smallwood having been sent in early 1777 to suppress insurrection and to maintain order.|Both Jenifer and Smallwood were original members of the Maryland Society of the Cincinnati
