"The State of Connecticut ... hereby acknowledge[s] the receipt of fifty pounds ... from Nath.el Wales of Windham .... which they promise to pay ... in Spanish milled dollars, at the rate of six shillings ... at or before the end of one year after the expiration of the present war ... with the interest at six per cent per annum ...."
On verso: a record of annual interest paid each year from 1782 to 1789, each signed by the then treasurer: H. Merrill, J. Lawrence, Wm. Lawrence, or Richard Butler
Though Heitman's Historical register gives 1811 as Wales's death date, his gravestone gives Nov. 13m 1810 as that date.
With circular cancellation, affecting some text
