On p. [2] "By his Excellencys command / R.H.Harrison (A True copy from the original)
The original order from George Washington to Clement Biddle from Camp Smiths Clove, I June 1779, refers to an act by the legislature of the state of New York, 2 April 1778, authorizing procurement of forage "by the modes pionted out in said act ... to impress a necessary supply of forage ...."
"Therefore the present situation of the army not admitting of delays you are hereby authorised to impress the necessary forage & pasturage for the army by yourself or assistants taking care to prevent damage or abuse to the inhabitants and causing payment to be justly made to them"
For background, see: footnote in Papers of George Washington, Revolutionary War Series, vol. 21, p. 35; also a letter from Washington to Stirling on Aug. 3, 1779, expressing concern that the inhabitants be compensated and not unduly burdened by warrents for forage procurement.
