The author proposes that the British should make a complete withdrawal from America to concentrate on defeating France in Europe: "Our colonies should consist only of islands which may be easily controuled by our fleets, and more especially if we had a settlement of arms, artillery, &c., in some healthy spot, at a less distance from them than the mother-country is, in order that no time might be lost in quelling the first embers of a rebellion. If a great continent, such as America, is unanimous and determined to resist, the distance alone from Great Britain is sufficient to destroy all the efforts of even a much greater power than ours."
