Address from Delaware President (p. [3]-[4]) : "To the officers and privates of the militia of the Delaware State. Gentlemen: It is a duty ... that your knowledge of military discipline should be as much as possible improved ... I have employed some time to render [this manual] as complete as I could, and have had five hundred copies printed, in order to be distributed among you-----A trouble and expence I should have not incurred, if I had not been fully convinced that the work might be exceedingly useful. To render it so, is your part. You now form the body of a free, sovereign republic. Your laws, your manners, your conduct, your prosperity, all in a great degree, depend on yourselves. The temper and character of the state you are to decide. May infinite goodness grant that you and your posterity to the latest ages, may be an active, prudent, virtuous, happy people ..." signed: John Dickinson, April the 15th, 1782.
