Print shows three members of "congress" standing beneath palm trees outlining their demands for peace to three members of the peace commission, the Earl of Carlisle, Baron Auckland, and George Johnstone. Lord Bute is standing in the background between the two groups.
Satirical print mocks the delegation known as the Carlisle Peace Commission, which was sent from Great Britain to try to negotiate a peace agreement with the Americans in 1778.
Darly published 4 satires on the episode; this is the 2nd of 4 satires, first published under title "The commissioners," 3rd & 4th rebus letters, "Britannia to America," & "America to her mistaken mother" ((library has all: call nos. P&E L2017F129m; P&E L2009F164; P&E L2009F138m).
