Library copy extensively annotated throughout the text by the owner Sir Andrew Snape Hamond (British naval officer who served in the Seven Years' War, the American Revolution & he served as governor of Nova Scotia in 1780-2); on front of the front endpaper: "All the Remarks in writing are copied from, & are, the original remarks of Admiral Sir Thomas Frankland Bt. Who died in Novr 1784 - as well as the dates referring to Commissions & appointment all of which are taken from Sir T. Frankland's own book of Naval Instructions." Before his death Frankland has made a strong attack on the state of the navy before Parliament, and these notes reflect his criticisms and suggestions for reforms. He concludes toward the end "It is in the interest of the People of England to bring the war to a speedy and honourable conclusion. The American War has ruin this Kingdom."
