The South Carolina legislature resolved in 1794 that "every commissioned officer ... shall be furnished, at the expense of the state, with a copy of this law, the act of Congress to provide for national defense, Baron Steuben's military discipline, and the articles of war, all bound together in a small convenient pocket volume; and that the senior major general, elected in pursuance of this act, is hereby authorized and empowered to contract for procuring the same on the best and cheapest terms."
This copy is one of two editions printed in Charleston from different publishers to meet the requirements of the law in 1794.
