"I Jacob Pettingall a soldier in the 3d Connecticut Reg.5 now serving in the Continental Army having rec.d of the Selectment of the town of Norwich the sum of twenty one pounds fifteen shillings & four pence ... in full payment of my wages ... from the 3d day of February 1781 to the first day of January 1782 do therefore hereby authorise & impower [sic] said Selectmen to ... receive my publick wages ...."
