"Congress, having taken every measure in their power to prevent the depredation of the Algerences, ... I do not believe that they will at present think proper to fit out any armed vessells [sic]
"On the commencement of the recruiting business again in Philadelphia, I will apply to you to furnish the rations."
Also mentions provisions to be issued "on the Ohio."
At the time of this letter, Biddle held the office of United States marshal of the Court of Admiralty.
Pages [2] and [3] are blank; p. [4] is address leaf with remains of seal apparent.
Purchased with funds supplied by the Massachusetts Society of the Cincinnati
