"The state of Connecticut doth owe unto Cesar Scipio who hath served in the Connecticut Line of the Continental Army, the sum of twelve pounds thirteen shill[ing]s & 2 being one fourth part of the balance found due to him, which sum shall be paid to him ... on or before the first day [missing] one thousand seven hundred and eighty five with lawful interest thereof ...."
On verso is a list of unspecified interest payments by date by various treasurers from 1781 to 1788, three years after the date indicated.
According to the bookseller, Cesar Scipio was a black soldier in the Connecticut Line.
