In French in a secretarial hand
Expresses his pleasure in receiving Lincoln's news of the resolve of Congress acknowledging the services of Major General Du Portail, Brigadier General Laumoy, and Colonel Gouvion as engineers during the American Revolution .
The resolve also gave "leave to retire from the service of the United States, their affairs requiring their presence in Europe...." and adjusted the accounts of the three officers, "giving them certificates on interest for the balances which may be found due to them." -- Journals of the Continental Congress, vol. 25, pp. 668-69.
Du Portail, Laumoy, and Gouvion were all original members of the French Society of the Cincinnati
Lincoln was an original member of the Massachusetts Society of the Cincinnati and its first president; La Luzerne was an original member of the French Society.
