American war mentioned: "8th. ... The fellowship of seamen, after the American war, was proposed in the House of Commons by Sir William Pulteney, bart. ... Very few have heard of it, and it is now diffused to prevent its being totally forgotten." "10th. Forty-two thousand seamen, in two year, deserted the navy in the American war. The impress service during that war (exclusive of bounties) cost nine millions and six hundred thousand pounds ..."
Docketed in ink on verso: "On registering seamen, " probably in the hand of Admiral Horatio Nelson.
