I wish you would ask Mr. [Elisha] Phelps to send me a certificate ... (for such I understand to be the fact) that during the revolutionary war, the officers of the militia often were placed in command of the coast guards without separate commissions for that service - and that it is & then was often the case in this state that a person is appointed an officer months before he gets his commission & serves as an officer from the time of his appointment & before he receives his commission. I wish this in relation to the services of Nathan H[ow?] (lieut.) in '80, 81, & 82."
One Nathan How served in the 1st Company of the 1st Connecticut in 1775 and in the 8th Connecticut in 1778 -- Record of Connecticut men of the military and naval service during the war of the Revolution, pp. 64 & 230.
Elisha Phelps as Comptroller of Public Accounts in Hartford was responsibile for certifying Revolutionary War service
