"Received (at sundry times) of John Taylor Gilman sixty-seven stands of arms with bayonets, for the use of the regiment under my command, for which I promise to be accountable to this state.
Cilley, a colonel of the 1st New Hampshire Regiment as of April 2, 1777, was an original member of the New Hampshire Society of the Cincinnati.
Taylor had served early in the war in the New Hampshire militia but later served in various non-military positions during the war, possibly procuring equipment for the troops.
