The Lords seem more concerned about the size of the army that the proposed subject of the bill; They argue the proposed size of the army is not justified "because so great a number of troops as is specified in this bill was never before allow'd by Parliament in time of settled peace ..." also "because such a number of soldiers, dispers'd in quarters throughout the kingdom, may occasion great hardships, and become very grievous to the people ..."
