Gray, deputy commissary of issues writes to the assistant commissary of purchases in Providence, R.I. warning of the arrival of thousands of Continental troops who were coming to Rhode Island to support Admiral d’Estaing's fleet. "Before this reaches you tis probably the French fleet will be at Rhode Island, the consequence of which remains uncertain…. A considerable body of men will be to feed at Providence before this arrives there. The scarcity of flour I fear will be great, as there is plenty of rice it must be substituted…."
He also mentions General Washington, who at the time with the army at White Plains waiting for news of the French expedition.
