Beekman's account may have been precipitated by an act of the Continental Congress on the previous Dec. 27th which intended to dismiss all express riders. The commander-in-chief wrote to the President of Congress on Jan. 5, 1780, writing that "the exigency and good of the service will not admit of a general discharge of the Express Riders." -- Writings of Washington, vol. 17, p. 355.
