" ... well regulated militia, as the only secure means for defending a state, against external invasions, and internal commotions and insurrections. And whereas this and the other United States of America, are now invaded by foreign enemies& it is therefore become the duty of the legislature of this state, to put the militia thereof, on such an establishment, as will most effectually encourage a martial spirit, amongst the people."
