"Resolved by this assembly that the Treasurer of the state ... is hereby authorized & directed to advance & pay into the hands of Col.o John Ely one hundred & sixty pounds in silver & gold for the use of himself & other officers from this state in captivity in New York & places adjacent ... and that the s.d Col.o Ely be allowed to carry or transport to said prisoners & for their relief & comfort, such necessary refreshments as may [be] judged sufficient & expedient by ... permission of his Exelency [sic] the Governor."
On p. [2]: Hartford, January 16th 1779 - Rec'd of Treasurer Lawrence his note payable to Nathl. Shaw Esqr for one hundred & sixty pounds in gold or silver payable the first day of August next with lawful interest [signed] John Ely Colo.
Ely, a physician who served first in the Connecticut militia then while under Continental service, was captured on Long Island in Dec., 1777 and was released in Dec., 1780.
Shaw served on the Committee of Safety for Connecticut and acted as an agent for securing naval supplies and caring for sick and imprisoned seamen.
