Unsigned, but in Paca's distinctive hand.
Paca was a signer of the Declaration of Independence and member of Congress (elected governor of Maryland in 1782), also served on a commission responsible for organizing the defense of the Eastern Shore.
In response to Hooper’s request for more arms and ammunition, Paca writes that "We wish it were in our power to furnish the arms and ammunition which your County is in want of. But the return enclosed us you have considerable more than your proportion of the publick fire arms on this shore…. We have ordered you a supply of powder…. We shall endeavor to procure Lead and will furnish you as soon as we get a supply. As far as Cannon Ball we have only a few shot for a four pounder."
