Print shows an allegorical representation of a meeting of the Association of Reformers met at York on December 30, 1779, to list grievances and circulate petitions. The satire suggests that if disputes between Britain and her colonies had been settled amicably by negotiation (as in York), war would have been unnecessary.
The wall in the back of the room holds a picture of Britannia & America embracing; images include Britain as a lion, France as a cock & Spain as a peacock's tail feathers.
