Elliott certifies and Bayard signs "by his Honor's Command" that the signature on accompanying document (present and described herein) is that of William Smith, His Majesty's Chief Justice of the Supreme Court of Judicature for the Province of New York.
The attached 4-page document: "To all to whom these present shall come Jacob Winey and William Allison both of Philadelphia surviving acting executors of the last will and testament of John Frederick Brown late of Philadelphia ... sugar baker deceased send greeting" concerns land in Jamaica.
That document voids the power of attorney originally given to James Dick and names Thomas Ryerson of Kingston to be their local attorney on behalf of the deceased Brown.

Be it remembered that on the eleventh day of July ... one thousand seven hundred and eighty three personally appeared before me William Smith Chief Justice of the Supreme Court of the Province of New York Thomas Paul one of the subscribing witnesses to the written instrument or letter of attorney, and being one of the people called Quakers did according to law solemnly sincerely and truly declare and affirm that he together with Stacy Potts and John Holmes the other subscribing witnesses saw the within named Jacob Winey and William Allison respectively seal and deliver the said written letter of attorney ...
