Highly detailed technical manuscript relating to the radical restructuring of signaling at sea in the late eighteenth century, including transcriptions from the naval instructions of Commodore Curtis Barnett from an earlier period, and Howe's own critique of the official navy "sailing and fighting instructions of 1775," in which he urges visual simplification, clarity of intent and ease of performance.
