Gain to the nation in general, over and above what is before mentioned, about 200000l. per annum. No man will be a loser, most men gainers: He that hath most land will get most; and where there is now one sailor a scholar, this will make twenty. In some cases, poor men will be great gainers. 4. Proceed all by encouragement, without violence, in the most pleasing manner, and will fill the navy with the best of sailors, when once it is put in practice. 5.
