"At a meeting of the Society of the Cincinnati of Maryland convened this day, immediately on receiving intelligence of the death of their venerable President Col. Gassaway Watkins, the following proceedings were submitted and unanimously adopted:"
Watkins was "a distinguished patriot and soldier of the Revolutionary Army and the last surviving officer of the "Old Maryland Line"
Resolved that "the members of the Society wear crape on the left arm for ... 30 days" and that "the proceedings be entered on the minutes of their Society [and that] a copy of the same be transmitted to his family...."
