Secretary of War Eustis writes to Barlow, then an American minister in Paris, advising him of the imminence of war with Great Britain: "In making the arrangements for the additional 25,000 you will readily conceive how much I am engaged. Genl. Dearborn is here. Having taken its position the govt. has no alternative but to advance. A war with England unless she recedes is inevitable. That she will not recede our latest advices give us every reason to believe. We are preparing…."
Eustis, Barlow, and Gen. Henry Dearborn, mentioned in the letter, were all members of the Society of the Cincinnati.
