Discusses the application of relief for the descendants of Ensign Federick Frye, an original member of the Massachusetts Society whose son and grandson joined the New York Society on the basis of residency.
Also considers the question of a state society's obligation to honor requests for financial assistance if the member had never contributed to that society's general fund.
Fish was at the time of the letter, the president of the New York State Society and the President General of the Society; Storey was a member of the Massachusetts Society. Fish writes: The Institution of the Society is in some of its provisions wanting the precision of expression & the formalities of legal documents; it was framed by men more familitar with the Camp than with the Courts."
