Dearborn, as Secretary of War, writes to Linnard, military agent for the middle department, putting him on notice that some serious complaints will be forthcoming regarding "the delay ... in the supply of clothing for the new regiments, whether unavoidable or not ...."
"I shall give similar notice to the Purveyor of Public Supplies and to the Superintendent of Military Stores."
