Loyalist superintendent general of British-held New York writes of prisoners about plans for a large-scale exchange of prisoners, including those incarcerated in the notorious British prison ship, Jersey.
Elisha Boudinot was the brother of Elias Boudinot, who was a member of the Continental Congress from New Jersey. Elisha was a Newark lawyer who had served as clerk of the circuits since February 2, 1778.
