"His Excellency the Commander in Chief of the State of Maryland ... [orders] that you consider yourself and your detachment under the command of Governor Winder, and that you make reports to the commander in chief...."
"In case the enemy should proceed up the Potomack [sic] or land with a view apparently to march to the seat of the national government, you will by forced marches, join Col. Carberry's detachment and cooperate with the United States troops ...."
At the outbreak of the War of 1812, President Madison recalled many of the officers of the American Revolution, and Bloomfield, entering with the rank of Brigadier General, was one. Watkins was named Lt. Col. of the militia.
Both Bloomfield and Watkins were original members of the Society of the Cincinnati.
Henry Carberry, who had served as an officer during the Revolution, was named Col. in March, 1813.
